Twitter-to-RSS services exist and would allow Twitter to work via #11, but this doesn't seem ideal:

Queryfeed: Up to 3 hour delay unless paid.
TwitRSS: Allows search but seems incomplete.

So rather, we'd like a plugin that:

talks to twitter's streaming API directly
allows per-room stream filters that can be adjusted from chat (ie. not requiring setting envvars on bot app)
