Allow github issues to be created from slack messages #22

EDIT: This would allow us to set up an arbitrary number of rules for which repos to create issues in when Slack posts are tagged with specific emoji.

We could use this to tag feature requests directly, or we could have a rough protocol for:

bob: Can that border be tweaked?
alice: I'm not seeing anything amiss. Can you drop a screen shot?
bob: <shared file with screenshot of firefox>
alice: ah good call. We'll flag this as a new issue to resolve the firefox bug with the border on the main page. Pls add any related comments or details as threaded responses to this comment. <link to screenshot>
