Update Halpy to Hubot v3.x #39

We're using a pretty old version of halpy and its various reverse-dependencies. It's unclear how long our code can survive bitrot. Probably makes sense to upload to a more current version.

OTOH this may be as much work as #38. We should decide if its worth our time and effort to do this.

THis is underway as of https://github.com/edgi-govdata-archiving/edgi-hubot-halpy/commit/b72414ea7d5c480494b1c3061b72e9037e546297. Seems pretty seamless, though some of the old standby scripts that we don't use much may stop working.

Hmmm, I guess we have a security vulnerability we can’t readily patch without this (dependency versions are fixed enough that we can’t get a newer version of negotiator without ultimately upgrading hubot).
