Review & update "Get Involved" CTA from the homepage

"Get Involved" section at the bottom of the homepage feels pretty outdated & potentially misleading.

• Are we still looking for volunteers to translate our site into Spanish?
• The social media section is probably still good, are these still the hashtags we most want to promote?
• The Archiving callout requesting "how-tos and tools" feels a bit disconnected from what we really do, what should it say instead?
• The web monitoring piece is out of date as noted in https://github.com/edgi-govdata-archiving/edgi-website/issues/59

We could update these sections, but I think we should also step back & think about: what do we hope new visitors to our site will want to get involved with? How can we invite them into our projects and org? Thinking about:

• A more generic call to action: "want to share your skills and join the team of volunteers ensuring a better future for env public data? Email envirodgi@gmail"
• Specific skills needed: "designer, librarian, activist, ..."
