Add content to homepage

Homepage for the guides is currently pretty spare: https://edgi-govdata-archiving.github.io/guides/

We are using the "Splash" without the author profile (docs here)

It looks like we could make some really small improvements:

• Add an image
• Add feature blocks to key guides (template here)
