Add contributors to readmes #148

Per @Mr0grog's wonderful lead in https://github.com/edgi-govdata-archiving/web-monitoring-db/pull/75#pullrequestreview-42108668, it would be great to add the stripped down all-contributors to our core active readmes...

Was thinking about this with @lightandluck today– I'm very pro- the philosophy of this, but I'm wondering if there is a simpler/more maintainable way to go about this. What do you think of linking to https://envirodatagov.org/about/members/ from readmes?

Dunno about this repo, but for all the code repos, at least, project contribution and EDGI membership are very different groups. For example, this list is mostly non-EDGI people.

Saw this over on IPFS and how they list contributors. Maybe we can use that and link to our members page for this overview repo?
