Python 3.7 is no longer supported in this version of pytest (v8.0+), so we can’t upgrade right now. 3.7 has been end-of-life'd, so we should consider dropping it here, too, but that’s a decision we can wait a bit on.

I want to find some time to:

1. Come back around on #145, then
2. Look at replacing cchardet (it’s not compatible with the last two major Python releases, and is holding back other updates here), then
3. Update to Python >= 3.8, at which point we can update Coverage here.
