Turn off metrics server #43

We have a manually managed metrics server running in EC2 (with a load balancer as well): https://github.com/edgi-govdata-archiving/web-monitoring-ops/tree/main/manually-managed/metrics-server

It’s not actually being used meaningfully, and since active development and work on this is stopping (https://github.com/edgi-govdata-archiving/web-monitoring/issues/168), we should turn it off. The docs here should probably be maintained for posterity, but should indicate that the server is no longer running or in use.

I stopped the EC2 instance for the metrics server today, and will let that sit until next week (when I will terminate, delete load balancers, and update docs). Want to make sure nothing starts suddenly spewing errors first!

Terminated the EC2 instance, deleted the EBS volumes, and deleted the load balancers.
