Add README reference to Trello onboarding process #47

Are we feeling like this is appropriate? On my end, I'll now be more conscious about treating the template board like a "production" artefact.

Currently, it prompts folks to create an issue in edgi-govdata-archiving/overview, but would it make more sense to open it in your overview repo, so you own it? Also, any preferred labels?
