It would be good to have some discussion around this. I had imagined content was on-chain as an encrypted payload, with a plaintext hash of the payload plus one cyphertext attribute for each the customs authority (encrypted asymmetrically so each customs authority can only read their messages, but the channel can be used to send messages in either direction). Purpose of the plaintext hash is so customs authorities can verify their payloads match without comparing the plaintext directly.
