What is the relationship between a party running a node and a party authorised to view the contents of a Document? #1

This goes to the question of what content of a given document is available on-chain. Some options are:

all document content is on-chain and encrypted
document content is published by the issuing authority (who manages access) and only a reference to the document and it's hash is on-chain
all document content is on chain and not encrypted (being a node is the same as having authority to view document details)

It would be good to have some discussion around this. I had imagined content was on-chain as an encrypted payload, with a plaintext hash of the payload plus one cyphertext attribute for each the customs authority (encrypted asymmetrically so each customs authority can only read their messages, but the channel can be used to send messages in either direction). Purpose of the plaintext hash is so customs authorities can verify their payloads match without comparing the plaintext directly.
