sync plugin: add export flag #17

  1. is the export functionality part of sync and upload or only upload?
  2. is it a GET request for filtering but we use format=database?

The new functionality (i.e. hackathon#2 vs. hackathon#1) is that everything is updated on-the-fly and no explicit export is necessary. If your PUT/POST/DELETE request using the /record/ REST API and have the ?ogc_sync=true attribute then all the updates will get automatically synced to the database
