Push Docker image to public registry #4

Add docker build to the CI pipeline and push the resulting image to https://hub.docker.com/ (or an equivalent).

Only on master branch

https://quay.io/repository/noteable/nbexchange has now been setup to build all branches. The default branch will be tagged as latest as well.

Still need to add this to the README and update the Helm chart

Looks like the images are no longer uploaded? The latest image is over 2 years old. https://quay.io/repository/noteable/nbexchange

Correct.

We keep a local mirror, and build & install from there.

The system is definitely still in use though
