scroll bar should need a double click to start canges

in the research screen when you click on one of the research options unless
you click exactly where the scroll cursor is it will adjust the research in
that bar. this makes it annoying to see what a research option does when
using the mouse since somewhere in the middle of the bar is where one would
normally click to view the option, well it is where i normally click.

I'm not certain that we want to change this behaviour.  You can always just 
click the
text name of the research item, rather than the scrollbar, to see the 
description
without adjusting the slider.

Thoughts?

yeah you could but it wasnt my first though, and actually i didnt think of it 
till
you told me instead i jus clicked where the cursor already was/is

I'm with Phil, this should be WontFix.  Clicking on a slider should make that 
slider
work.  If you just want to select it, you should click elsewhere in that area.

Marking WontFix.  I think making scrollbars take two clicks will actually cause 
more
problems than solve them.
