[x] Update CMakeList.txt and version.rc.in
[x] Tag the repository with v0.4.0
[x] Create a release page on GitHub and add zips for x86 and x64
[x] Update the x86 entry and add a x64 entry at https://github.com/notepad-plus-plus/nppPluginList
[x] Close the issues #9 and #11 because they should be fixed with the release of v0.4.0
[x] Close the milestone
[x] Maybe write a small blogpost?
