FND-370 - Replace specification metadata-related annotations with annotations from the Commons Ontology Library in the FIBO Foundations (FND) domain #1857

Description

  1. Eliminated the use of Specification Metadata as the basis for annotations in the FIBO Annotation Vocabulary and deprecated certain annotations in favor of the annotations defined in the Commons Annotation Vocabulary where appropriate
  2. Replaced all declarations and annotations from the Specification Metadata in all other FIBO FND ontologies with annotations from the Commons Annotation Vocabulary
  3. Replaced now deprecated annotations in the FIBO Annotation Vocabulary with annotations from the Commons Annotation Vocabulary where appropriate across all FIBO FND ontologies
  4. Eliminated some references to LCC where such technical debt was unnecessary
