DER-141 - Replace specification metadata-related annotations with annotations from the Commons Ontology Library in the FIBO Derivatives (DER) Domain #1877

The Commons Ontology Library (Commons) from OMG, which was formally released as a standard in December 2022, includes an annotation vocabulary that overlaps with the FIBO annotation vocabulary and eliminates the need for use of Specification Metadata (which is not a standard and subject to change) in FIBO ontologies.

This issue involves (1) eliminating the use of Specification Metadata in all FIBO DER ontologies, which largely impacts ontology header content), and (2) replacing the use of now redundant FIBO annotations with their equivalent in the Commons annotation vocabulary where appropriate.
