FND-374 - Move the property isConferredOn from Relations to LegalCapacity

Description

Moved the property 'is conferred on' from relations to legal capacity where it is used, and deprecated it in relations such that circular dependencies between relations and agents can be avoided in planned updates using Commons

Fixes: #1895 / FND-374
