FND-375 - Revise the FND ontologies to reuse concepts from the Commons ontologies rather than from LCC Country Representation ontology #1898

Description

  1. Eliminate unused references to the Country Representation ontology
  2. Replace elements including LCC classifies and isClassifiedBy as well as FIBO Classifier and ClassificationScheme with the corresponding concepts in the Commons Classifiers Ontology
  3. Replace elements including LCC hasPart and isPartOf with the corresponding concepts in the Commons Collections ontology
  4. Replace remaining LCC uses and isUsedBy elements with the corresponding concepts from Commons
