The Financial Industry Business Ontology (FIBO) defines the sets of things that are of interest in financial business applications and the ways that those things can relate to one another. In this way, FIBO can give meaning to any data (e.g., spreadsheets, relational databases, XML documents) that describe the business of finance.
Conceptually it’s not a role of the rate being observed; but the restriction is the wrong way round - it says hasIdentity QuotedExchangeRate which would allow the observable to have only one value on one date.
On review, the FCT determined that we should replace quoted exchange rate with exchange rate, or deprecate ForeignExchangeRateObservable altogether. After eliminating its usage via DER-143, we agreed to deprecate it on 20 Sep 2024.
