GitHub-587 - "Broken" URLs in IDMPO literals #593

Description: Addressed remaining broken URIs as follows:

  1. resolved an additional poorly formed URI in medicinal products
  2. addressed a few more that we have control over in IDMP-O and draft Commons ontologies

@mereolog Note that the changes to the other Commons ontologies need to be fixed on the OMG side, and I'll raise issues for that. The links to PATO resolve at the moment, so then the concern is that's not reliable. But I don't want to change those.
