Terminate ontology publication when an ontology is inconsistent #131

https://github.com/edmcouncil/ontology-publisher/blob/develop/publisher/product/ontology/build.sh should terminate with an error when an ontology is found inconsistent.

At the moment, it does not, e.g., https://jenkins.edmcouncil.org/blue/organizations/jenkins/idmp/detail/PR-303/20/pipeline/25.
