Time limits for consistency check #155

We should be able to terminate a consistency check for a dev version of an ontology after, say, 1 hour. If it timeouts, a warning should send a warning.

This applies to https://github.com/edmcouncil/ontology-publisher/blob/c459b99b72f2831effde781f40e993836d622b26/publisher/product/ontology/build.sh#L115-L117.
