Add test for get_city #20

This is a start of the test boilerplate. I'm thinking of adding the tests in separate PRs if it helps to keep discussions focused. Or a single big PR because it's just unit test tedium.

This resolves the bare minimum for #14 but I should have enough data to hit effective 100% coverage.
