Add the possibility to save recurring records.

Steps:

[ ] Rewrite the parser of time specifications in record.py as an independent function
[ ] Add a new action "Set recurring" in the "Add record" sub-menu
[ ] Write a new save_recurring function to store the record that will be called by the telegram.ext.JobQueue class at the appropriate date/time
