Reduced gravity mode with active lower layer #236

Add functionality to simulate an N+1/2 layer ocean with active lower layers.

A config like this could be used for simulating dense water overflows.

edoddridge commented 1 year ago

241 implements this functionality with a 1.5 layer model.

N+1/2 not yet implemented.
