Implement a function to validate whether sets of codes are valid in combination.

Rules include:

Secondary codes must be accompanied by a primary code (! and "Kreuz-Sterm")
Certain codes rule each other out (may need to specify important codes, such as E10 and E11)
All codes must be valid and should be specific
