[Bug] Create consolation round match and bracket placement once tournament starts

Describe the bug The consolation round is only created once the final round has been decided. On tournament start, it is not visible on the admin panel and not included on the tournament brackets page. It needs to be visible already on the brackets and available in the admin match panel (for scheduling purposes).

To Reproduce Steps to reproduce the behavior:

1. Create an SE tournament with consolation round activated
2. Start tournament once participants are added
3. Reach the final round
4. See error (Consolation round is created and visible on the brackets)

Expected behavior Consolation round should be available and visible on tournament start.

Priority

Tag the priority on the right -> Please only use High when it's actually high
