What is the rationale for preventing the user to configure the annotations "instant" mode (only "quick" mode)? #2214

While using Thorium, I was quite happy staying with the popup modal (not docked), but I am forced to dock the panel in order to reveal an additional option. I don't see why, it is annoying. Plus, the additional option will only be discovered "by chance" because users don't read documentation (sorry @gautierchomel ;)
