Added @_EchoBot to Twitter bot list in readme #140

I'd like to add this (sorry for the delay). But it doesn't actually appear to be monitoring IP address from the Hungarian Government. I checked a couple and both were IP addresses from ISPs in the United States. Maybe it's misconfigured?
