Bind command to have bot send messages to specific channels #4

Bot should not just post messages to any channel. Users should have the ability to bind the bot to a specific channel they want messages in. Commands could look like the following:

Bind to channel message was sent in: $bind

Bind to specific channel: $bind <CHANNEL LINK>
