Update vc-deps to latest #111

Update vs-deps submodule to latest to fix an error caused when building boost on some platforms. Like Ubuntu-24.04 running through WSL.

This commit should address this issue: https://github.com/educelab/vc-deps/issues/14. I will confirm it does in the AM.

Thanks! This would have eventually gotten updated in #101, but might as well fix it for others now. I'll wait on your confirmation that it's fixed to merge it.
