Convert vc_packager inputs from stdin to program arguments

This is to enable easier incorporation of vc_packager into other scripts or workflows.

This also removes the ability to import multiple volumes into a volume package with a single command. Multiple volumes can still be imported by calling vc_packager multiple times, manually or with some other workflow.
