Should we have just for this purpose (X-Road development) a joint chatting environment such as Slack? So far the discussions under Educloud Slack has been minimal. This would be one task for the community manager to fix or solve; selecting own co-operation exchange environment.

I think that we should have some kind of a communication channel for X-Road development related discussion. A joint chatting environment or a message forum etc. Choosing the platform could be one of the first tasks of the community manager.

Educloud people are using Slack. We might want to create own, but that is up to the community manager

Have you tried https://gitter.im/? It's tightly integrated with GitHub, see https://gitter.im/Leaflet/Leaflet for example.
