NIEDUUI-371: Add mail importer setting #140

First you need to add a config as global-admin. Then you can add a sync job. Be aware of the new .env If you want to e2e test, contact me for creds.

Add AppConfig/Mails config to add external mail providers
Add mail provider collection to db
Add usersettings page to add mail sync job
