TunnelKit: Handle ENOBUFS when sending data #453

Adds TunnelKit 4.0.3 as a local package and applies the changes from TunnelKit #234 on this repo.

To keep things simple, we don't use git submodules for the local TunnelKit in this PR.

I verified that the changes, as of this writing are in fact the mod @roop suggested on https://github.com/passepartoutvpn/tunnelkit/pull/234

So no concerns there. The changes in themselves seem to be correct as well.
