Create new Activity/xml for entering Historical Report parameters.

The manager should be able enter a location, either virus or contaminant, and a year on this screen.

It should also contain a submission button that takes it to another activity that will display the graph.

This activity is accessed by clicking the "Historical Report" tab that will be added to the bottom bar in activity_view_water_sources.xml for Managers to use.
