scipy minimize sucks compared to fmincon #1

I'm sure these results could be cleaned up, but I've spent two days on it and the fits are not good. See the specifics starting at:

Spent all afternoon on this. Still getting poor fits using COBYLA. The PYOMO package is supposed to offer better fitting tools.
