Some changes to polity clicking #118

Handle union colours and legend correctly
Rename "Seshat Page Missing" to "Missing Seshat Page"
Handle popups and highlighting better and change how to remove from legend

Part of #110

TODO

[x] Ensure "No Seshat page" used consistently
[x] No borders on grey shapes, prob solved by the above if a dict key problem
[x] Some polities that should be grey are coming out red for linguistic family (nothing is grey)
