Make basemap GADM shapes more easily clickable #30

Instead of the "Basemap only" checkbox, have "Basemap labels" or "Basemap above". The way this should work is that clicking it should enable clicking the basemap shapes, instead of the polity shapes, but the polity shapes should remain visible.
