Add ability for logged in users to edit shapes #45

A basic system was introduced by #85 which simply adds the polity map to the polity edit page and makes use of the pre-existing "Private Comment (optional)" text field for making sugestions

Do we want a more bespoke edit system? This could have some kind of selection tool to adjust the polity shape/size, which could be fiddly due to the temporal component.

Update 25th March 2024

The early workshop did not result in a particular suggestion around shape editing, with the team suggesting that the private comment option could be ok for now
Pieter suggested to look at how ARCGIS shapefile editing works
Do some user testing of any system for editing shapefiles with non-techie historians
