update for lastfm.py plugin

Updated lastfm.py with these changes, based on my submitted issue #68 lastfm.zip

What I have done:

Copied command getartisttags(...) and named it gettracktags(...)
When script calls for gettracktags(...), it will go through it. If it returns with "no tags", it will call for getartisttags(...) instead
