See https://spdx.org/licenses/ -- note that you might actually mean GPL-3.0-only, in which case use that instead.

thanks for the heads up. Are there any specific concerns with 3.0+ you can point me to? unless something major happens, i trust FSF, and locking 3.0 only could be shortsighted.

No, it is far more common to use the "or later" clause, I only mention the option so that it doesn't seem that I am railroading you into a particular license choice.
