Besides missing matches, there are also spurious matches:

"Pakistan","BALOCHISTAN","MUSAKHEL" "Afghanistan","KHOST","MUSAKHEL"

"Pakistan","KPAKHTUNKHWA","KOHISTAN" (matching shapes in northern and central Afghanistan)!

"Pakistan","KPAKHTUNKHWA","CHARSADA" (matching shape in central Afghanistan)
