Automatically add new issues in arch-bom-owned repos to Arch BOM project #184

As we start to rely more on GH issues and less on Jira, and given the number of repos we own, any new issues opened in any repo we own should automatically be put on the Arch BOM project for triage. We should also go through and add any existing issues to our project and triage or delete as necessary.

We may want to not bother with repos that are low-priority, and definitely think carefully about how we'll work with edx-platform.

  1. We should probably start with one or two, including devstack.
  2. We discussed following-up to determine a good on-call triage process once the issues are on our board.
