Discovery: Can Tilt be used to fill gaps in Tutor? #222

Acceptance Criteria

[ ] A minimal prototype of the lms (with maybe an MFE on top of it and/or 1 other service) that uses Tilt and Tutor together
[ ] A list of issues for what would need to be addressed in order to make wider adoption possible

Notes: Two particularly important things arebeing able to edit code and have the changes show up reasonably fast and being able to update requirements quickly. If it doesn't help with that we should probably scrap.
