Retaining ability to update common constraints

Common constraints are in edx-lint, and 2U is no longer the maintainer:

However, we may need to quickly update this file under certain circumstances.

This ticket is to capture determining what we should do, and potentially implementing. Some options might include:

1. Ignore and deal with escalating to Axim as needed.
2. Moving the file to a repo we own, like edx-django-utils.
3. Having 2U CCs on the linting repo.
4. Requesting to maintain edx-lint again.
5. Other.

Note that if we want to implement option 4, time is of the essence.
