[RUM][Log] Instrument MFE and compare to NR numbers

Acceptance Criteria

• [X] Forked Account MFE in Prod sends RUM data to DD
• [x] Research/decisions around configuration (logging, sampling, etc)
• [ ] Tune Account MFE in Prod, tuned how we imagine most MFEs would be tuned.
• [x] Work with DD to compare sessions in DD and NR for Account MFE, and extrapolate to the session load for the rest of the MFEs.
• [ ] Task follow-up work for rolling out changes to other MFEs, which means frontend-build and frontend-platform work.

Notes/Questions:

• Has DD confirmed that MFE logs will go under logging contract line item?
  • This means MFE estimates will affect both RUM and logging.
• Once we know how we’d tune, do we want to ask other MFE owners if they’d do the same, or are we just going to make that assumption?
  • What fedx or owners should be included in the tuning decision?
• Tuning probably means mostly sampling levels (RUM and log separately), and log levels (info, warn, error).
  • We may also add our custom logs, but have not yet done that.
• See original NR queries used to collect RUM sessions in New Relic that were delivered to DD.
• @jristau1984: You are probably in the numerous Slack threads with relevant (or redundant) information, if I missed anything here.
