We needed to temporarily pin boto3 in this PR https://github.com/edx/configuration/pull/22. See the comment https://github.com/edx/configuration/pull/22#pullrequestreview-2089378221 for details. By May 31, it will probably be fine to try reverting and to see if the pipeline starts passing.
