Review and clean up newly owned edx-platform directories

The following directories in edx-platform related to (mostly legacy) front end templates, CSS, and JS have been transferred from the now-defunct Community Engineering Squad to FED-BOM:

• common/djangoapps/edxmako
• common/djangoapps/pipeline_mako
• common/static
• common/templates
• lms/djangoapps/mfe_config_api
• lms/djangoapps/static_template_view
• lms/static
• lms/templates
• openedx/core/djangoapps/theming
• themes
• webpack-config

Please briefly review them for familiarity with their content and purpose, and ticket any obvious work that needs to be done to get them in a better state of repair. Odds are high that we don't want to invest much more in these until we finally remove them after completing the transition to MFEs, but we need to keep them functional and secure in the meantime.

I did R&D on the removal of MFE from the edx-platform. It turns out that MFEs are not standalone yet; they are directly or indirectly connected to the edx-platform so we cannot remove them. I have inquired with the respective owning squad and documented the output (attached as a document). MFE legacy code removal status
