Define a GitHub user audit process #106

Assign this to me, Axim needs to give you a new report before we can exercise the process.

Previously we had to manually figure out which github users were likely to be 2U users, but with the results of the first Audit, we should be able to reconcile Salesforce data with Github data to more quickly and automate generating a list of users that are relevant to 2U.

Axim will have the next user report by end of June.

We should also include the 2U prefixed teams and their membership in the report so 2U can verify that everyone is on the correct teams if we didn't get that info via 1-off tickets.

@nedbat I skipped the team membership this time around since I think you're still en the process of collecting that data on the 2U side. I've sent a list of users that probably should be covered by 2U but aren't currently via e-mail. Please take a look at that.
